How to assess individual's sales skills or capabilities?

“In my observation the most effecient sales personnel does'nt speak too much, i have had lots of such experience in my sales career, i let the buyer to talk for hours and the end he will give me the order, instead why should i talk and what if i loose that closure. Understanding the buyer, and proffessing about our product and services is necesary. The buyer and seller relationship is a trust based, if the buyer realize if he is likely to be fooled, the seller for sure will loose the order. Hence the skillfull sales guy will sell himself to the recruiter imposing trust, so we recruiters look for the person of confidence who can impose trust on the minds of a recruiter."
